Empires are large political units, expansionist or with a memory of power extended over space, polities that maintain distinction and hierarchy as they incorporate new people.<\/p><\/blockquote>\n

Empires, for better or worse, dealt directly with difference; nation-states had the idea \u2014 illusion perhaps \u2014 that difference could be overcome by the appeal of the national idea and of participation in state institutions, or negatively by exclusion, expulsion, and compulsory assimilation.\n<\/p><\/blockquote>\n
